Prediction for 2019: Masters sets will be replaced by direct to Modern sets that will feature reprints and new cards that will not be Standard legal.

For legacy sure. There were never new cards in core sets until there was. So I guess anything is possible.
They forego a lot of reprints because they don't want the cards in Standard... bypassing that entirely would allow them to regularly reprint things like fetches
