Depends how you define usable I guess or what use you're going for
Bare minimum: a kid or dog can run around and play with lessened risk of injury and adults, including the elderly, can traverse the space unimpeded

Mulch and gravel are both safe in each case, and walking paths are great. All things don't need water and treatment

Yeeeeaaaahhhh, mulch and gravel beds are not reasonable substitutes for grass at all... they're a reasonable alternative to having open space
