It is completely legal for power providers to mark up pass through charges for their own benefit. That being said I would like to know their answer.

The fairest way to do it, and the way that is consistent with our 100% pass-through philosophy, was to pass this charge through as well. We are always working to reduce those charges and in fact recently negotiated a lower rate from our provider (from 2.9% + $0.30 to 2.5% +$0.25)
