so if I am understanding this correctly, you have to pay delivery charges on all energy consumed and you don't recoup of any of that cost when you sale energy back?

You pay energy charges on all energy consumed from the grid. When you generate excess, you get credit for energy only (e.g. if you use 5 kWhs but you produce 7 kWhs, you'll pay zero delivery charges and get credit for the extra 2 kWhs of energy only)
