Ukraine's army does return fire & has killed many 1000s of Russia's cannon fodder soldiers. Russia's forces fire near civilian houses & they hope any Ukr return fire will hit houses & hopefully hit/kill civilians. Then Kremlin's propaganda says - look Ukr is targeting civilians.
