Yes. I did that once before after I blue screened. Isn't that more of a soft reset? (Not a ton of PC system knowledge here)

It effectively gives you a fresh installation of Windows while shuffling your files off to a side directory.

It saves you the trouble of finding installation media, product keys, and multiple clicks/reboots requiring input though. Fire and forget.
