Unfortunately just another arbitrary restriction. It expands out to everything but only when you've been in queue long enough
The fact they have class quests as you level that want you to do a dungeon outside of what timeline you may be running makes this system absolute garbage.pic.twitter.com/yLdrHSjNzi

I’m assuming switch timelines but I’ve just been holding onto it because I don’t know if you lose progress on your current timeline.
