Asians are especially prone to cutthroat status competition. This means even fewer have the leisure, money, or social standing to have kids. A strong central authority has to put boundaries on competition or it's a race to the bottom for everyone.

I figure it's in the state's interest to make sure the richest don't get too big. Also must keep control of commanding heights and infrastructure. Look how FANG companies are displacing the power of the state.
