It seems to me that civilizations have an emergent intellect that operates and updates on a larger timescale than individual generations, and is usually not comprehended and rarely apprehended by even the most educated members of its polis.

The problem is that society itself is pretty mindless. It cannot teach you rationality, because it perpetuates itself by corrupting your mind into a drone.

As with genes there is a selective process exerted on societies. The result over time is the "emergent intellect" you speak of. What is rational for an individual often not rational for a society.
