The Russian President is considering stopping all bombings against civilians and their areas of residence (NYT). Rejoice: Putin has just discovered article 51 of First Protocol to the 1949 Geneva Conventions.It is never too late, though I am not sure he will abide by it.

International Law for dummies: Belarus is not a neutral country. It is as an aggressor State as Russia, under Article 3 (f) UNGA Resolution 3314 on aggression: "The action of a State in allowing its territory .. to be used by that other State for perpetrating an act of aggression

Brief reminder to hesitant third States: under Article 51 UNC, they may lawfully assist (even military) the aggressed State (Ukraine) in the exercise of its inherent right of (collective) self-defence, ICJ Nicaragua case, 1986. Including, of course, exclusion of Russia from Swift
