To me the main issue is that the proposed benefits - creativity, retraining, social etc - are all extremely hard to quantify and often very subjective. So pretty much every analysis is going to be mostly a reflection of the analyzer's beliefs

On the other hand, it's really easy to quantify the cost, which is large. So unless someone comes up with a rigorous method to estimate the benefits, it's always going to look like it's a terrible choice
