      And that's one of the biggest issues, because the primary focus should be on improving access to GP services not encouraging people towards pricier, less effective options

          But in circumstances where policy has been ... not designed ... to encourage availability of bulk billing or GP services generally, and those services are not generally available when needed, isn’t this just telling it like it is? If & when the GPs are there, use them, sure.

          In the 1970s, The Royal Brisbane Hospital had an excellent ED system. As well as providing emergency & acute care, there was attached a substantial GP section to look after more routine issues. There was also an approx 24 bed short stay unit to be used as needed. Worked Well.

          The price is irrelevant. What about the effect of clogging up emergency departments with non-emergencies? That will cost lives.

          I would say both of these things are issues. They are also both somewhat related - can't properly fund an ED if all the cases coming through are non-emergencies
