Actually, there's decent evidence that it isn't regressive at all. And honestly, demagogues don't need any help to win elections in the US

That BMJ study does actually show a regressive tax - consumption is highest in poorest. And was most burdensome, evidenced by change in use

My state (WA) has ^^ regressive cig/liquor/pot/lottery taxes because we lack a state income tax. Easy to pass, but hit powerless hard

This is a classic med ethics sort of case. Is it acceptable to selectively punish a group to improve behavior? Equitable?

I think it's often a degree of proportion and effect: If you can change behavior, and the effect is relatively minor, then yes
