Presumably it would eventually have the opposite effect, as poor people purchased significantly less soda and rich people paid more tax

This is a classic med ethics sort of case. Is it acceptable to selectively punish a group to improve behavior? Equitable?

Go back and look at the BMJ charts. That's not true in their research -consumption started way higher in low SES groups, still higher at end
