I'd say more that we have constructed a diabetogenic environment 
We have good evidence of T2D remission with Low Carb diets so the biggest environmental fact is diet. The low fat push is likely culprit
I'd argue that it's more to do with social inequities and the increasing availability of unhealthy foods
That is an association, The cause is probably the processed food which is full of sugar and omega-6 oils. Effect of the dietary guidelines

You'll note sugar is the thing you are meant to eat least of. And that's nearly 40 years ago now
Said "Avoid to much Sugar" but the low fat food produced increased sugar/carbs proportion in diet, Also increased Omega-6, Results are clear
The "eat low-fat/high sugar" advice was not an official position. The guidelines are above and don't say that at all. It's a straw man
Largely a result of the official position, persists to this day. Slow to specifically call for low sugar target, sugar still defended today
