Let's assume that it is. Potatoes are ~17g/100g carbs. So, 25% less carbs means ~13g/100g of carbs instead
Potatoes are pretty healthy as a carb option anyway. It's mostly in how you cook them, not in the potato itself (i.e. fried vs baked)

Oh, final thing: unless they have replaced the carbs with fibre, that's just extra water content which means a less flavorsome potato!
