Rate per million people in Germany less than 1/5 of the US. And that's the highest outside the US.

Could be as high as 1/3. So the highest rate outside the US is 1/3 of the US rate if we use the highest estimate.

And as you can see from Australian evidence, legislation can change culture. We got rid of our mass shootings.
