      It’s all relative. Per capita Belarus is still ahead of India. But impossible to say which of the two actually has higher per capita mortality, for (probably) different reasons.

      Belarus has more obviously fake data, India has a very poor quality death data collection system instead

          You don’t think there is a possibility of intentionality in some of their collection? 22k deaths in Utter Pradesh, feels like you would have to work hard to capture that few.

          The Indian data may include deliberate fakery, but it seems to have preserved enough scatter to not be statistically implausible, perhaps because underreporting is happening at the city and state level. Russian and Belarusian data is perhaps centrally faked with weird scatter.
