How about a tiered status for journals?! Just like the English FA: Premier division, division 1, 2 etc Then we can identify the park team journals for the truly amateur efforts!

unethical & contravenes COPE guidelines for editors
Data is either able to be shared or restricted such as privacy, commercial-in-confidence (= high level of CoI), future studies etc.
Asking for money - never heard of it for data underpinning a study.
