This is not to say that further restrictions will not do anything, but it is worth remembering that adding more restrictions on top of stay-at-home orders and the like may not actually impact infection numbers all that much
The main thing harder lockdowns add is enforceability... a lot easier to enforce business closures or people being out of their homes than a complicated set of rules.
It's not as if politicians are unaware that some things banned under lockdowns are just fine... especially when it came to 2nd lockdowns with no goal of getting to zero.

When a city is under curfew and you have to wear masks everywhere, it feels like this shit is real. Sydney doesn't have that across the city so people feel a little freer to do what they will. Not a good time to try to reinvent the wheel.
