If the aim was actually to conceal vaccine risks, how much easier would it be to just not publish VAERS reports? Or not collate them at all?

No idea about a random Czech scientist, but I don't think anyone could describe collating and publicly publishing all reports of adverse events as anything other than transparent
1/ For decades, the burden of proof for ADRs is set up to prove “evidence of association” — not “evidence of non-association”. Think about this for a second. These systems are historically & primarily optimised for insurance companies & manufacturer collection of data.
2/ If ADR signal monitoring systems were optimised for safety of population, the burden of proof would be to prove “non-association”. Pharmacovig. experts have long published about these shortcomings — that current standards of signal monitoring are dangerously “outdated”.
