Has anyone ever pre-emptively made an appendix that consists of all the things you already thought about doing but you didn't do and why, for no other purpose than preempting the reviewers?

Yes. This is, as I understand it, a very econ thing to do. Prof Levin suggested it and we did chuck a few things in our appendix for the EJE IFR paper
