The government called it "lockdown" in Germany when it really wasn't. Just some stores were closed, recommendation for working from home, and restrictions on the number of people allowed to gather. Very ill-defined term indeed!

Seems everything has been called "lockdown" despite there was none. Even partial business closures had been called "lockdown". Many think they have been living under "hard lockdown" for months, but never even had something like a "hard lockdown".

To be fair, the additional information via social media and lack of public health order being gazetted less than four hours until it is meant to come into force is not helping on the confusion front either.
