Have there been any cases of #covid19 transmission that are believed to have occurred through surface contact, where airborne transmission could be ruled out?

It could be ruled out if there was a scenario where transmission was identified between two people that were at the same well ventilated place several hours apart. I don't know of any cases like this, but that's it could be ruled it out.

Yeah or when the fomite has moved away from the potential respiratory source to a different location. A book returned through chute of a library. Takeaway restaurant where chef/customer infected, but delivery driver is not. We have 178 mil cases. But can’t identify 1 of fomite.

That's not a great denominator, because outbreak investigations only look at a tiny fraction of the case numbers. Being generous, we've carefully investigated maybe 10k cases across the world to the extent necessary
