Whether that means we reopen borders entirely is ultimately a political decision, but I don't understand why we wouldn't set a target, even if the figure is very ambitious

Variants may change the calculation slightly, but realistically if we were at 80% of the whole country and nearly 100% of adults vaccinated the risk of having an outbreak that seriously threatened the healthcare system would be very low
