Whether that means we reopen borders entirely is ultimately a political decision, but I don't understand why we wouldn't set a target, even if the figure is very ambitious

I’m just one vote, but if the proposed endgame is low levels of vaccination, closed national and state borders and rolling lockdowns each year then I’m voting “no”

Pedantic nitpick: I’d describe that as arbitrary to a certain degree. There’ll be reasons for any potential % we come up with. There’ll be some arbitrariness in how we weigh up different factors and inherent uncertainty, to select between them.
