I think truth falls somewhere in between. E.g. insertion of new proposals by the expert committees AFTER the last public consultation, so they're unreviewable. Or suggesting that items stay and just pay less, that doesn't really seem like an issue of redundancy or ebm.

TBF after the department just said "it has always been the practice" to just ignore the written rules they did withdraw the proposed changes that had been inserted. But it made it pretty clear to me that it was about cuts rather than improving practice.
