When people talk about the failures of public health in the pandemic, who, typically, are people referring to? I acknowledge many failures. But public health is really broad and I struggle to understand what specifically people are referring to so that we can learn the lessons.

I think often the events that people are referring to are actually not failings of public health or research but political decisions that they disagree with
