        I'm coming to the view that there's an inherent conflict between "evidence-based policy" and the need to make immediate decisions under uncertainty. The proponents of EbM are not the people you want to take charge in an emergency.

        By and large, most people are far more likely to demand evidence when asked to do something they don't want to do, than for something they already support

        they probably mean lack of evidence. There is no evidence that covid is airborne (March 2020) so we'll tell people to wash their hands instead
