They then assumed that there was a seasonal impact, and modelled how much it would effect the number of cases, which is where the percentages come from, but there's no strong basis for that assumption

To put it another way - as evidence for or against seasonality, this is a paper comparing 5 NH countries with 5 SH countries and finding ~some~ differences that could easily be explained by non-seasonal impacts The rest is just modelling scenarios

And could also be explained by different levels of restrictions. How much did they allow for that?
