It's the wishy washy lack of numbers, and absence of modelling support, that show that this is fundamentally a political argument. Why say 'significant majority' when you can say 'sufficient that outbreaks will be small and extinguished without need for lockdowns'.

This is an argument about 'living with the virus'. Meaning the virus becoming endemic. That seems the proper metric, not number of vaccinations.
