In a way, but how many transmission events have happened in travellers in Howard Springs? While hotel quarantine risk may not be zero elsewhere, it’s actually achievable. Comes down to cost benefit including downstream community risk which is thankfully reducing due to vaccines.

With unvaccinated family members currently in quarantine in NT I’m feeling significantly more confident in their presence there than I would be in other facilities. We can’t ignore the obligation we have to protecting those in quarantine.

Sure, but from a broader perspective in terms of outbreaks the key outcome is whether there is viral spread in the community. We can't reduce that risk to 0 even with near-perfect quarantine facilities

Yes, that is the broader risk of interest which we have progressively reduced, but of interest to the families in quarantine and their relatives is how safe they are. Presumably safer than sitting next to someone on the plane, yes. Can risk be reduced further? Yes, at a cost.
