It is not about undercounting in generality but about the magnitude. John did a few searches and managed to find 7 district towns that he hadn't heard of before with 10x undercounting in the last 2 weeks. Kudos to him. Now, what are the odds that this has continued for many...

..months in cities that are better known and it hasn't hit the sources that John has referred to? There's a threshold of undercounting beyond which it starts hitting these sources. It's not more than 2x on a sustained basis. When it hits 10x, everyone hears it in ~2 weeks.
