It's still a sensible argument if measure is not deaths but years of life lost. An NCD places *relatively* younger people at risk in a crisis and is partially avoidable if the food environment wasn't so obesogenic should focus our minds on reducing the obesogenicity.

Diabetes is a huge risk factor compared to other chronic diseases & maybe that's the point the author is trying to make. There are a lot of chronic diseases.
