This seems weaselly to me.
If lengthy material can simply disappear between posting and being designated VOR, it's not properly citable—so why is it posted at all?

Again, if their were different DOIs I could sort of accept it, less than ideal but still possibly defensible. But when they ask for citation by DOI, then literally overwrite the DOI with new content that says something different, that's alteration of the scientific record.

Authorea has version control on their DOIs for exactly this reason. I mean, the changes themselves seem prudent. But an Authorea DOI would have /v2 or some such appended.
