Well, I still think panic is a terrible idea and I actually don't think it was unreasonable to agree with the WHO position on masks on the 1st of April 2020 (although my position has since changed with the evidence)
Calling it "panic" is wrong; every government has plans against attacks or natural catastrophes, and this should have been treated as such. The cost of precautions such as masks was and remains low. As a friend always said at our trading desk: "Plan the trade and trade the plan"
Joan Marcos meant just what you said. It was not panic, but justified cautionary claims.
