The WHO position was based on the insane and unfounded WHO dogma that SARS-CoV-2 was not an airborne respiratory disease, a position which had no grounding whatever in everything that we knew and understood about such things.
I think the WHO position was they didn't know and therefore wait for the evidence. Good idea for scientific understanding. Really, really bad idea if it is a infectious pathogen, time was more important than correctness.
