yes, but it's been a bit confusing: if total rate of blood clot events in vaccine recipients wasn't higher than background rate across Europe, then what was the safety signal? I am guessing the high rate of CVST in Germany is one part of it.

Yes. Absolutely. Although the background rates may not be higher, the rate of CSVT following vaccination *could* be. Only time will tell.
