It is their shell game against any regulation- they are never allowable and then will be defined as whatever hodge podge this is, and when mitigation is so weak as to not crush the virus, then it is "we need to try something else, like everybody going on cruises"

People treat Covid lockdowns like a binary, the dirty truth is both are bad. You cannot control Covid without controlling people, leaving Covid to run rampant will be far worse in the end than enduring lockdowns. Lockdowns affect people but Covid affects more people.

As the R number appears to have been dropping before the lockdowns came into force the real question should be what evidence is there that people wouldn't have made the right decisions without government making it law. The difference between voluntary measures and mandatory ones

Im not sure you can quantify right now the impact of lockdowns. You cant tell me children remote learning in parts of atleast 2 school years will not have a negative impact. Mental health issues for all walks of life have been impacted without question.
