I suspect there is a lot of effort in overplaying the effect of restrictions to create excuses for where restrictions were not entertained. It is also important to separate the effects of COVID apprehension vs restrictions themselves.

For example whether patients did not present for screening or other tests for cancer due to lockdown or due to fear of getting COVID, particularly attending hospitals where they knew COVID patients were.

There is still no strong evidence as to risk benefits of lockdowns or efficacy of degrees of lockdown in general. And especially not for individual countries. In South Africa we have had the double whammy of both lockdowns and ongoing epidemics.
