It's also plausible that the population 40% increase is driven by extreme outliers that increase hotel quarantine breaches far more. But that does seem a tad unlikely given that the breaches were occurring at a similar rate before the new variants emerged

In response to leaks measures were tightened; lower caps, reduced perks for aircrew, more rigorous testing etc. So all things being equal the number of leaks should have gone down; which I think hasn't occurred. But the data is far too sparse to draw quantitative conclusions from
