Well, peer-review is not necessarily a marker for quality, so imo the most important thing is to apply the same level of skepticism and care to any findings, preprint or otherwise!

It can be. Often manuscript decisions are down to the opinions of 2-5 academics, which means there's as much variability in the system as you'd expect from any committee of professors
