It can be. Often manuscript decisions are down to the opinions of 2-5 academics, which means there's as much variability in the system as you'd expect from any committee of professors

Meanwhile it is being cited weekly to justify ivermectin COVID trials based on the "excellent" anti viral effects. Even if they pull it now, it's been cited 20 times since then incl. to justify human trials. The peer review system is not fast enough to avoid harm in a pandemic.

Wow, big statement, but yes, peer review has limitations, but if it is something big, don't worry it will be reviewed and reviewed and reviewed and ... reviewed then maybe published
