As an individual risk management decision, not requiring guards to wear masks is an enormous blunder. Virtually no cost/harm from this intervention. One that both states rectified.

That's of the ones we know about. Recently they've been doing better, but many of the early ones were not identified in the index cases. Since many people don't transmit at all, most likely there have been others that weren't noticed.
