Which is why I used the word ‘consider’. I think there are trade-offs either way- one being that we could have the option of purpose built facilities that are safe and humane, allowing outdoor time for detainees.

Howard Springs appears to be a good model. This virus loves density and the more humans you can pack into a space, the higher the chance of something spreading. Moving out of the CBD into more spread out cabins would help not only the rest of us but also the returnees.
