I discuss the uni-specific parts of the JobKeeper scheme in this thread: https://twitter.com/jeremy_gans/status/1306750701268168704?s=20 …. The biggest issue is a much broader aspect of JK - the exclusion of many casuals. The uni-specific aspects seem fairly sensible.

As well, the federal government immediately guaranteed domestic fees, regardless of whether or not the students stayed enrolled. The domestic students did stay enrolled, so it didn't matter in the end, but may well have mattered when unis scrambled early on.
