Some software projects have bug bounty programs where people will be given money for identifying severe bugs. If journals paid bounties for serious issues such as the one(s) you identified it seems like it would improve review quality as well as the end product.

Not that I think journals would easily go along with a bounty program but neither did software projects at first. Over time the overall attitude has been moving towards it being a "good thing".
