They were direct neighbours of China, which made the danger far more screamingly obvious that it was in Western countries. Plus Mongolia has a really low population density and Vietnam is a communist police state.

You have to be able to quarantine every entry for zero Covid to work. Am I wrong? Can you find an example of a place with active border traffic between a zero Covid place and a non zero Covid place? Can the US ever dream of isolating every entry?

Note that all of Vietnam's neighbors are also pursuing a zero-Covid strategy. Mongolia could be more difficult due to its border with Russia, but perhaps its extremely low population density meant it's been lucky up to now?
