I am professionally focused on Japan and East Asia. When I read somewhere that Britain's pandemic plan was herd immunity, I just assumed it was just some journo getting things arse about tit. It honestly never occurred to me that a government, even this one, could be so stupid.

Wait you think all viruses only get eliminated via vaccines? No that doesn’t happen. Prior exposed plus preimmunity plus current infection rate means the herd is much farther along. And that’s a great thing now that vaccines have arrived

Just because it is total nonsense doesn't stop countries trying it. Some countries fed the Chinese data into SEIR models. With R0 of about 2.5, HIT is 60%. The counted that 60% of ppl in Wuhan got COVID-19, thus IFR would turn out to be about 0.05%. 1/

Based on some ancient data on badly controlled influenza outbreak, they thought that even the Chinese interventions only delay the peak/flatten the curve. Thus, COVID-19 seemed about as severe as a flu, with just a higher proportion of people getting pneumonia. 2/
