Perhaps, but staff rotation limits during an epidemic are a worldwide standard of care at this point and your suggestion of housing them onsite does not appear anywhere in the GBD website
To be fair on the GBD authors, onsite housing of nursing staff likely wasn't suggested because in most places it's probably impossible. We limit nursing staff rotations here during outbreaks, but there's no way you could triple+ the population of most nursing homes indefinitely
